Utilities

Every meter read, every bill collected

Billing and revenue management for water authorities, RUWASA schemes and community water supply organisations.

What it does

Water Utility Billing

Non-revenue water is not only leakage. A large share is water that was delivered, consumed and never billed — a meter unread for four months, a connection never entered in the register, a bill raised but never followed up. Fixing the pipes matters; so does knowing exactly who consumed what and who has not paid.

  • Customer and connection register with meter number, zone and route
  • Meter reading on a phone, by route, with previous reading and photo of the dial
  • Reading validation — impossible jumps and zero-consumption flagged before billing
  • Tariff bands: domestic, institutional, commercial and industrial
  • Prepaid and postpaid connections on the same customer base
  • Bulk bill run with printed bills and SMS notification
  • Payment capture: bank, mobile money and cash office, with control numbers
  • Arrears ageing and automatic disconnection list generation
  • Reconnection workflow with fees
  • New connection applications, survey, quotation and installation tracking
  • Non-revenue water: production against billed consumption by zone

Tanzania

Built for Tanzanian water supply

  • EWURA reporting — the operational and financial indicators regulators ask for, produced from live billing data rather than reassembled each quarter.
  • Approved tariff structures — bands and minimum charges configured to the tariff order in force, so a tariff change is a settings update.
  • COWSO and RUWASA schemes — sized to run on a single machine at a rural scheme office, offline.
  • Control numbers — bank and mobile money payments matched automatically to the customer account.
  • Non-revenue water — production versus billed volume by zone, which is the number that drives every intervention.

How we work

Scoped first, built in phases

We look at the process

Not a sales meeting. We sit with the people who do the work now and find where the time and money actually go.

You get a written scope

What will be built, what it costs, how long it takes, and what is explicitly out of scope. In writing, before anything starts.

Built in phases

The part that hurts most is delivered first and put into real use, so value arrives before the whole project is finished.

Trained and supported

Your staff are trained on the real system with real data, and support continues after go-live.

Runs on your own server if you want it to. Internet in Tanzania is not guaranteed. Systems can be installed on a machine at your premises so the business keeps working during an outage, syncing when the connection returns.

Frequently asked

Water Utility Billing — questions we get

Can meter readers work offline in the field?

Yes. Readings are captured on a phone with the route loaded in advance, and upload when the reader is back in coverage. No connection is needed at the meter.

Do you support prepaid water meters?

Yes, alongside postpaid connections on the same customer register, so a utility migrating gradually does not need two systems.

Is this affordable for a small COWSO?

Yes. The scheme-level deployment is deliberately small — one computer, a few hundred connections — and priced against that rather than against a city utility.

Can it produce our EWURA returns?

It produces the underlying indicators from live data. The submission stays with your team, but the assembling and reconciling largely disappears.
