A distributor with fifteen sales representatives is trusting fifteen people's reports about where they went and what they sold. Stock goes out on a van in the morning and comes back with cash, product and a story. Credit is extended in the field to outlets nobody has assessed. The gaps are not usually dishonesty — they are simply unmeasured, and unmeasured gaps grow.
