By phone, offline, with a photo of each meter. The reading, the photo, the time and the reader are all recorded, which removes most billing disputes at source.
It produces the disconnection list by arrears policy and records the disconnection and reconnection with fees. Physical disconnection remains a human action unless you have smart meters we can integrate with.
